The Gender Debate: Is anything meaningful being done in the largest broking firms?

The Insurance Age recently found that only 15.7% of people in six key senior management function roles as approved by the regulator are women after a request for the data from the FCA. Just 8% of CEO posts and 5.4% of chair roles in broking are held by women. Why is it so few and how can we change this to be more balanced?
